At The Arc of Delaware County, we’re always striving to grow and evolve in ways that help us better serve our mission, and that includes strengthening the team behind the scenes. We’re excited to announce some incredible developments in our Business Office that reflect our ongoing commitment to excellence, innovation, and leadership.
Congratulations to Shelby MacDonald – Assistant Controller

We’re thrilled to share that Shelby MacDonald has been promoted to Assistant Controller! Shelby’s journey with Delarc has been marked by dedication, a sharp financial mind, and an eagerness to support our organizational goals in increasingly strategic ways.
When asked what excites her most about her new role, Shelby shared:
“I’m excited for the opportunity to take on a more strategic role where I can help support the organization’s financial goals in a bigger way.”
Shelby also had some valuable advice for anyone looking to grow in their career:
“Stay curious, be open to learning from every experience, and don’t be afraid to ask questions.”
And a fun fact that might surprise you—Shelby and her twin sister were born on Christmas Eve, and their older sister was born on Christmas Day! Holidays are definitely a special time in her family.
Congratulations to Amelia – Director of Accessibility Services

We’re also proud to announce the promotion of Amelia to Director of Accessibility Services. Amelia has been a passionate advocate for accessibility and inclusion, and her new role reflects her commitment to making everyday experiences more inclusive and supportive for everyone at Delarc.
When asked about her goals for the year ahead, Amelia shared:
“I want to keep finding new ways to make things more accessible and supportive for the people we support, while also helping staff feel more confident and connected in their work. Whether it’s making everyday tasks easier, sharing information more clearly, or helping to find ways for things to run more smoothly, my goal is to make everyone feel connected and supported!”
On what working at Delarc means to her, she said:
“It means being part of a team that truly cares. I love knowing that the work we do makes an impactful difference in people’s lives and that we’re all in it together.”
And a fun fact?
“I love to travel! I once ran a 15k race in the morning and caught a flight to New Orleans that same afternoon. It was a wild day!”
Welcoming Our New CFO – Phillip Kneeland

Please join us in welcoming Phillip Kneeland, our new Chief Financial Officer! Phillip brings a wealth of experience and a thoughtful, mission-driven approach to financial leadership.
In his first year, Phillip’s goals are clear:
“I want to strengthen our financial systems, ensure transparency and accountability, and support all departments with the data and tools they need to thrive. I’m focused on making financial processes more efficient and easier to understand so everyone—from program managers to direct support professionals—can make informed decisions that benefit the people we support.”
His vision for the financial future of Delarc is rooted in sustainability:
“My vision is to build a sustainable, mission-driven financial model that allows us to grow and innovate while staying rooted in our values. That means managing resources wisely, preparing for funding changes, and maximizing every dollar’s impact.”
Phillip also emphasized how financial leadership directly supports our mission:
“Every dollar we manage is directly tied to someone’s quality of life—whether that’s ensuring reliable transportation, safe and welcoming homes, or meaningful community engagement. My role is to ensure the funding is there, risks are managed, and the path forward is clear.”
And just for fun—Phillip is a self-proclaimed foodie, loves to cook, and is deeply devoted to his dog. He recently relocated from Carthage to Walton and is already feeling right at home thanks to the warm welcome from our community.
As we celebrate these changes and welcome new leadership, we look forward to the innovation, collaboration, and strength this team will bring to our organization. Congratulations, Shelby and Amelia—and welcome, Phillip!
